The latest policy of foreign capital utilization in Eleventh Five-Year Plan 
stresses on guiding the utilization of foreign commercial capital. At present, 
foreign capital is more effectively utilized in the east of China than it is in the 
west. In light of this, a balanced development of foreign capital utilization all 
over China is given a deeper consideration. Thus a new preferential policy to 
attract foreign capital including commercial funds into China's west is enacted 
during the Eleventh Five-Year Plan period. Helping foreign banking industry and 
investors get a better picture of the key investment fields and the competitive 
advantages of investing in western China, along with discussing the financing issue 
of the infrastructure construction within the western China, the International 
Cooperation Center of National Development and Reform Commission is going to hold a 
Luncheon on The Key Investment Fields and Incentives for Foreign Investment in West 
Development During the Eleventh Five-Year Plan.

The speech of this theme is to be given by Mr. Zhao Ai, Director of Economy and 
Society Department, Office of the Leading Group for Western Region Development of 
the State Council and the presentation of a list of tentative projects will be 
given by the representatives from selected municipalities.
