BCCC Government Relations Forum Event for Education Sector Members

Responding to popular demand and feedback from members ¨C specifically in the
education and training sector ¨C the Chamber's Government Relations Forum, the BCCC
secretariat and Chamber partners have come together to design an event exclusively
for education and training members to help to identify and design the various
channels of advocacy available to them.
Join us on the 12th June for the first session on mapping the channels of
advocacy for members in China..
This will be a free, informative, interactive session for members to better
understand the role of the British Council and UKTI in terms of government support
and to identify the channels (and the gaps), that exist with relation to providing
advocacy for British Chamber members in China.
Representatives from our partner organizations: The British Council and UKTI will
explain what their status; roles and objectives are in China with relation to
British businesses in the field of education. They will also share information
about related initiatives such as PMI 1 & 2, highlight the support services and
resources that are currently on offer as well as describe their respective
relationships with the Chinese government (MOE and MOFCOM), and how members could
tap into these resources.
Julia Grindell, Forums Officer has collected a number of issues from the Forum
members which will be discussed in detail and used, along with other material, to
brief visiting delegations and Ministers on the challenges that British companies
face. This can also be added to the content of policy dialogues between the UK and
China led by our UKTI and The British Council.
Issues:
1. Clarification with regard to support platforms and help for International
Schools;
2. Clarification of the regulations governing examination awarding bodies and
how to raise their status to 'institutional' level;
3. Identify how we can address the problem of importing educational materials
other than books and clarify support platforms for Corporate Trainers;
4. Having Distance Learning degrees from UK Universities recognised in China
as an overseas accredited qualification.
Members' participation is essential to the success of this event.
Sharing the commercial implications of these difficulties will help us to take
these issues forward.
This is the first of what we hope to be a series of events that will cover many
sectors.
We hope to use this event to shape future ones of a similar nature, creating an
effective system by which issues can be collected and addressed to better assist
members doing business in China.
Speakers
Nick Whittingham, First Secretary (Trade & Investment), British Embassy,
Beijing, has, for the past 18 months, been leading on lobbying issues for all non-
industrial sectors, especially financial services and agriculture, as well as
managed a series of VIP visits linked to non-industrial sectors. He has been
involved in significant representational work with Chinese Government Ministries
and UK companies and oversees the Overseas Market Information Service (OMIS) work
carried out by his team.
Nicole DeLalouviere, Director Learning and Training British Council Beijing
has been doing business in China since 1995 and currently has responsibility for
ELT, vocational and basic education. She also manages two education projects in
North Korea and Mongolia; the international consultancy on a DfID-funded project
with the All China WomenĄŻs Federation and is Deputy Team Leader on the DfID-funded
South west Basic Education Project. She came to the British Council Beijing three
years ago, from the London office, where she was Senior Adviser in Vocational
Partnerships. Prior to that, Nicole worked as an ELT lecturer, trainer and
consultant, an inspector, examiner and examinations writer, and an international
student recruitment director.
